I think the approach should be:

- 0 (for disallowed things)
- 1 (for things allowed once)
- 2**31-1 (otherwise). (even maybe variable names, with
option/default for warning if you go over 30/31)

Some of the compilers have switches that allow you to be warned
eg "IBM does not allow this many WHEN clauses in an EVALUATE".
This is easy to add.
