I haven't looked at that in detail. I would be in trouble if a
program could reference a global item that is only defined later
on. If that were the case I would need to skip the procedure
divisions and parse the data divisions, then go back to the
procedure divisions :-(

But for programs that include this one you would have already
seen their data division so I think I am OK. Please let me know
if I am wrong on this.
