Development of the compiler under cygwin32 may be possible, but not
desirable. Not unless you enjoy rebooting your machine frequently, even for
some trivial errors.

That is do able. The mingw32(1) project, has developed a native Win32 GCC
compiler. This compiler does not require the U*nix emulation layer(cygwin32
runtime DLL). Not to run the compiler, or to run the binaries it produces.
It comes with most if not all utilities (such as make, etc.), and even has
a Win32 resource compiler. As a matter of fact I used it to create a Win32
GUI application, just for fun. And yes it is faster than cygwin32.
It is being developed under Linux to run on Win32, and produce Win32
binaries. So a native port of GNU COBOL to Win32 should be possible, using
a similar method.
