This requirement goes away in COBOL-20XX.  See CD 1.7 p 394, 14.1.  You can 
have essentially a nameless paragraph at the beginning of any section.

Replace that with 'procedure'.  You PERFORM a procedure or a range of 
procedures.  A procedure is a section or a paragraph.
