Vim has a cobol syntax hightlighting mode.
The highlighting is determined by a simple config file.
www.vim.org.  I like it. =)

I would say that rcs/cvs and make would be better suited to do something like
that.

Note: The std can be gotten from Ansi: www.ansi.org
its like $100 or so.
