In fact, I see here a mix of various things, so let's clear them.
First, ColdSync should have a backup copy of PDB file from PDA - and update
it on each sync (inlcuding categories).
This is imperative as this allows to restore PDA in case of total data loss.
Second, synchronization process on server side should not touch that backup
PDB file - it must operate on a working copy of PDB - in case something goes
wrong ( it might!) - we have a backup PDB, otherwise it is very dangerous.
Imagine server updated (only copy of) PDB on server side and you have lost
your PDB on PDA - you have a total mess after that.
I am not opposing to have copy-appinfo as a separate conduit, I just
thinking of different scenarios and in any case it is very good to have a
backup copy - I am not talking about synchronization of categories, but of
simple backup of the whole PDB from PDA.
