P5-Palm set is perfect example of programs to manipulate PDB files - see
here http://www.ooblick.com/software/coldsync/#p5-Palm

If you provide right set of headers to those Palm conduits on standard
input, you will be able to add/delete/modify Palm records which will be
synced later on.
There is no need to export-import - P5-Palm does the job just fine.
