I am not positive, but I think that either CA-Realia and/or UNISYS have used
the "USING" phrase in the past, however, this is an "entirely new" feature as
far as Standard COBOL goes. (Check out MERANT NetExpress 3.0 - they have
many of the new features from the draft Standard, so they may have picked
this up already - as well.)
