Most places in the grammar, IS/ARE are not allowed. Even if they were optional
everywhere they can be used, you cannot diagnose:

display is "hello".

if you lex them out.

This is a syntax error and should be flagged IMO. On the other hand commas as
separate tokens are just noise and can be anywhere so they can be lexed out.
