gnubol: COBOL Preprocessor new location

The new URL is <http://timjosling.homepage.com>.

This is a more recent version than the one that was on geocities.

Due to issues with binary upload/download in windows, the unix file is
called cobg.tgz.bin. Rename to cobg.tgz and do a
tar -xzf cobg.tgz
to unpack it.

I still don't know what is going on at geocities. There have been a
number of problems since they were taken over by yahoo.

I have a temporary email address while in the USA timjosling@prodigy.com
as well as my usual address. The internet is really snappy here!
