[GNU-COBOL] Makefiles

Hey,

A minor matter. I am writing up a set of basic makefile definations
that need to be used by all makefiles.

It will be in Cobol/build. And you'll have to modify you makefiles
to include it. I'll send instructions when I am finished.

To do this, I'll be using GNU make extentions. Make sure the make program
you run is GNU make. 
To umr ppl: GNU make is accessed thru : gmake

If anyone has any problems with this or things to add let me know.
