..because it shouldn't.
Released versions carry ./configure, but cvs code should never
contain ./configure, since the configuration and .in files are probably
constantly changing. You want to run 'autogen' to generate configure from
configure.in, then running ./configure will generate Makefile from the
various Makefile.in templates and m4 macros.
